Questions
For speech - meetings, voice memos, lectures - 32 or 48 kbps gives the smallest files and stays intelligible. 64 kbps is a good default balance. For music, podcasts with intros, or anything produced, 96 or 128 kbps keeps the sound close to the source.
Always MP3 at the bitrate you picked, whatever you upload - WAV, M4A, FLAC, OGG, OPUS, WMA, or MP3 itself all come back as MP3, named after the original file.
Yes - that is the trade. Lower bitrates make smaller files by discarding audio detail, and the loss cannot be undone by re-encoding at a higher bitrate later. Keep your originals if you may need full quality again.
It depends on the source. A WAV file at 64 kbps typically shrinks to well under a tenth of its size; an already-compressed MP3 or M4A shrinks less. At 64 kbps, an hour of audio is roughly 28 MB regardless of the input.
